VA Aid and Attendance is an extra monthly amount added to a VA pension. It is for wartime veterans and surviving spouses who need another person&#8217;s help with daily activities like bathing and dressing. Paid care at home can count as a medical expense, which can raise the payment.<\/p>\n<p>Aid and Attendance is not a separate program. Your parent can get only one at a time.<\/p>\n<ul>\n<li><strong>Aid and Attendance<\/strong> is for someone who needs another person&#8217;s help with daily activities like bathing, feeding and dressing. It also covers people mostly confined to bed by illness, some nursing home patients, and people with very limited eyesight.<\/li>\n<li><strong>Housebound<\/strong> is a smaller add-on for someone who spends most of their time at home because of a permanent disability.<\/li>\n<\/ul>\n<p>The application form adds one more case: needing regular supervision because a mental disorder makes being alone unsafe. If safety is your main worry, tell the doctor who fills out the exam form.<\/p>\n<h2>Who qualifies for the pension and the added amount?<\/h2>\n<p>For a veteran, the pension rules include:<\/p>\n<ul>\n<li><strong>Service.<\/strong> At least 90 days of active duty with at least 1 day during a wartime period, for service that started before September 8, 1980. Most later service needs 24 months or the full call-up period.<\/li>\n<li><strong>Wartime.<\/strong> Periods include World War II, Korea, the Vietnam era and the Gulf War, which has no end date yet.<\/li>\n<li><strong>Discharge.<\/strong> Not dishonorable. Other than honorable and bad conduct discharges can also block a claim.<\/li>\n<li><strong>Age or disability.<\/strong> Age 65 or older, a permanent and total disability, long-term nursing home care for a disability, or Social Security disability or SSI.<\/li>\n<li><strong>Money.<\/strong> Yearly income and net worth within limits set by Congress.<\/li>\n<\/ul>\n<p>A surviving spouse qualifies through the veteran&#8217;s service. They must not have remarried, and they generally must have lived with the veteran until the death, with some exceptions. On top of the pension rules, your parent must also meet one of the VA Aid and Attendance needs above.<\/p>\n<h2>How much can the VA pension pay through November 2026?<\/h2>\n<p>Congress sets a yearly limit, called the Maximum Annual Pension Rate, and VA pays the difference between that limit and your parent&#8217;s income for VA purposes. Net worth counts savings, investments and other property, plus yearly income, for your parent and a spouse. It leaves out their home, their car and basic household items. VA adjusts these figures every December 1, so check the <a href=\"https:\/\/www.va.gov\/pension\/veterans-pension-rates\/\" target=\"_blank\" rel=\"noopener\">current VA pension rate tables<\/a> before you apply.<\/p>\n<p>Watch the look-back rule. VA reviews assets your parent gave away or sold for less than they were worth in the 3 years before filing. If those assets would have put net worth over the limit, VA can set a penalty period of up to 5 years with no pension. Talk with an accredited representative before moving money.<\/p>\n<h2>How can paying for care at home raise the pension?<\/h2>\n<p>VA subtracts unreimbursed medical expenses from your parent&#8217;s income, and payments to an in-home caregiver can count. So a parent whose income looks too high may still qualify once care costs are counted. A few rules apply:<\/p>\n<ul>\n<li>The caregiver must give regular help with two or more daily activities, such as bathing, dressing, eating or toileting, or needed supervision. VA calls this custodial care.<\/li>\n<li>When your parent qualifies for Aid and Attendance, VA rules say the caregiver does not have to be a nurse or other licensed provider.<\/li>\n<li>Your parent (or their spouse) has to pay the bills. VA&#8217;s application says not to include expenses paid by other family members.<\/li>\n<li>Only costs above 5 percent of the base yearly limit count. For a veteran with no dependents, that floor is $872 for December 1, 2025, to November 30, 2026.<\/li>\n<\/ul>\n<p>Here is a simplified example. The numbers are made up and are not real care prices. Dad is a veteran with no spouse who qualifies for Aid and Attendance. Keep every invoice and proof of payment.<\/p>\n<h2>How do you apply, and who will help for free?<\/h2>\n<ol>\n<li><strong>Submit an intent to file.<\/strong> It sets a potential start date for benefits, and you then have 1 year to send the full claim. File it online, by phone, or with VA Form 21-0966.<\/li>\n<li><strong>Get the exam form completed.<\/strong> A doctor, physician assistant or advanced practice registered nurse completes the exam section of VA Form 21-2680.<\/li>\n<li><strong>Fill out the application.<\/strong> Veterans use VA Form 21P-527EZ and answer yes to the question about needing another person&#8217;s help. Surviving spouses use VA Form 21P-534EZ.<\/li>\n<li><strong>Report care costs.<\/strong> List in-home care in the medical expense section, with an in-home attendant worksheet for each provider. When an agency provides care, an agency administrator completes that worksheet.<\/li>\n<li><strong>Send it in.<\/strong> Apply online, mail it to the Pension Intake Center, or bring it to a VA regional office.<\/li>\n<\/ol>\n<p>An accredited Veterans Service Organization (VSO) representative can gather evidence, file the claim and talk with VA for your parent, and VA says that help is always free. Accredited attorneys and claims agents generally can charge only after VA decides the first claim. Use <a href=\"https:\/\/www.va.gov\/get-help-from-accredited-representative\/\" target=\"_blank\" rel=\"noopener\">VA&#8217;s tool for finding an accredited representative<\/a> to check anyone before you sign.<\/p>\n<p>Be careful with anyone who wants money up front to file, or who pairs claim help with selling an annuity or a trust. VA says its accreditation may not be used to market financial products.<\/p>\n<h2>What should you expect while VA reviews the claim?<\/h2>\n<p>VA does not promise a timeline. It generally handles pension claims in the order it gets them. A VA Aid and Attendance claim can take many months, so plan for a wait and keep copies of everything you send.<\/p>\n<p>The intent to file helps here. If VA approves the claim, it may pay retroactive benefits back to that start date. Your parent then pays for care, and those payments can count as medical expenses.<\/p>\n<h3>Can Dad get Aid and Attendance if he never served overseas?<\/h3>\n<p>Yes, if he meets the other rules. VA asks for at least 1 day of active duty during a recognized wartime period. Combat is not required, and for most periods the duty could be anywhere.<\/p>\n<h3>What if my parent gets VA disability compensation instead?<\/h3>\n<p>A veteran who gets disability compensation may qualify for a similar added amount called Special Monthly Compensation, if the need for help comes from a service-connected disability.
