What Are Veteran Programs?

Millions of America’s senior citizens are veterans or surviving spouses of veterans. As these heroes age, home is where they want to spend their senior years—surrounded by their favorite people and familiar things. Veteran programs can provide financial assistance to veterans and their surviving spouses to pay for assistance with activities of daily living at home.

If you or your loved one are a veteran, you may qualify for one of the follow programs:

VA Aid & Attendance

Assisting Hands West Houston is committed to helping eligible veterans and their spouses access the financial assistance they need through the VA Aid & Attendance program.

This program provides benefits to veterans and surviving spouses who require the aid and attendance of another person or are housebound due to a disability or medical condition. The funds can be used to cover the costs of in-home care services, including personal care, assistance with daily activities, and medical monitoring.

Program Qualifications

• The individual seeking assistance must be a veteran who has served in the active military, naval, or air service and meets the VA’s eligibility requirements.
  The veteran must have served at least 90 consecutive days of active military service, with at least one day during a period of wartime. The specific periods of wartime are:
  • World War II: December 7, 1941 — December 31, 1946
  • Korean Conflict: June 27, 1950 — January 31, 1955
  • Vietnam Era: February 28, 1961 — May 7, 1975, for Veterans who served in or around Vietnam during that period; otherwise August 5, 1964 — May 7, 1975
  • Gulf War: August 2, 1990, through a future date to be set by Presidential proclamation or law (for VA benefits purposes, this time of war is still in effect)
• The veteran must have a documented disability or medical condition that requires the aid and attendance of another person for daily activities, or they must be considered housebound due to their disability or medical condition.
• The VA considers the veteran’s income, assets, and net worth when determining eligibility for the program. There are income and asset limitations in place, but they may vary depending on factors such as the veteran’s marital status and dependents.
• A healthcare professional, such as a physician or nurse, will evaluate the veteran’s disability or medical condition and determine the need for aid and attendance or housebound status.

Service Requirements

• Wartime Service (or widow of wartime veteran)
• Served at least 90 days of actual active duty
• Served at least one day during a war period
• Honorable discharge

Homemaker and Home Health Aide Care

Through the Homemaker and Home Health Aide Care program, Assisting Hands Home Care in West Houston is able to offer in-home assistance to eligible veterans who may have difficulty performing daily tasks due to age, disability, or medical conditions.

• The veteran should have a documented need for assistance with activities of daily living (ADLs) or require skilled nursing care due to a disability, chronic illness, or advanced age.
• Homebound Status: The veteran should be unable to leave their place of residence without considerable effort or assistance from others. Homebound status is often assessed based on the individual’s physical or mental limitations.
• Assessment by a Healthcare Professional: A healthcare professional, such as a physician or nurse, will evaluate the veteran’s health condition and determine the need for homemaker and home health aide care services.
• Financial Eligibility: The VA may consider the veteran’s income, assets, and other financial factors to determine eligibility for certain benefits or assistance programs.

VA Respite Care Program

We understand the challenges faced by veterans and their caregivers. That’s why Assisting Hands West Houston is proud to offer the VA Respite Care Program. This program provides temporary relief to caregivers, giving them much-needed breaks while ensuring the well-being of the veterans.

Respite care services can be provided in various settings, including in-home care, adult day care centers, and residential facilities. Our compassionate caregivers are trained to provide the highest level of care, giving caregivers peace of mind and the opportunity to recharge.

Program Qualifications

• The individual seeking respite care must be a veteran who has served in the active military, naval, or air service and meets the VA’s eligibility requirements.
• The veteran must have a primary caregiver, which can be a family member, friend, or hired caregiver, who is providing regular care and assistance to the veteran.
• The primary caregiver should be experiencing physical, emotional, or mental strain as a result of providing care to the veteran. This can include caregiver burnout, stress, or the need for temporary relief from caregiving responsibilities.
• A healthcare professional, such as a physician or nurse, will evaluate the veteran’s care needs and the caregiver’s burden to determine the eligibility for respite care services.
• The VA may consider the veteran’s income, assets, and other financial factors to determine eligibility for certain benefits or assistance programs, including respite care.
