Can Medicare Cover Home Health Care for the Elderly?

As seniors advance in years, they begin to depend on extra support at home. Help with dressing, cooking, and shopping for groceries is always appreciated. Home health care is a viable solution to address these needs. Medicare does cover certain forms of home health care that meet the program’s criteria.

 

What is Medicare?

A federal program, Medicare is designed to provide health insurance for adults aged 65 and older. Medicare is separated into parts, with each component serving different needs. The program’s divisions include Medicare Part A, Part B, and Parts C and D.

Medicare Part A covers certain in-home care services for older adults. Medicare Part B provides coverage for primary healthcare, such as doctors’ visits and medical supplies. Medicare Part C is a supplemental, private plan. Medicare Part D is used for prescription drug coverage.

What is home health care?

Older adults who wish to age in place find the necessary support through home health care. As a service delivered in the comfort and familiarity of home, it ensures seniors remain healthy. Professional caregivers are available to monitor food and beverage intake, ask about pain, and ensure safety.

Home health care is a cost-effective solution for seniors who want to live independently at home. It’s less expensive than entering a nursing facility and far more convenient. Services include post-hospitalization care, medical care, and specialized care, such as memory care.

Does Medicare cover home health care for the elderly?

Medicare is a financial option for seniors who wish to receive care at home. However, the program pays for only certain types of care, such as essential medical services. Many non-medical services are not covered. Examine an individual Medicare plan to see what is covered.

For example, Medicare Part A pays for care services delivered to a patient who is certified as homebound and under a doctor’s supervision. Seniors are covered by Medicare when they receive in-home care after returning from a hospital or skilled nursing facility stay.

Aging adults who hire a home health aide to provide therapy services or skilled nursing also receive coverage from Medicare. The essential personal care services that a home health aide can provide include help with bathing, dressing, and other hygiene-related tasks.

Skilled nursing services that Medicare pays for include injections, catheter changes, and tube feedings. A skilled nursing professional observes the elderly patient, makes assessments, and manages care—all of which are covered under Medicare. However, limitations in duration of care are enforced.

Home health care services covered by Medicare include necessary physical and occupational therapy and speech pathology. Medical social services to address emotional concerns and facilitate a senior’s recovery as well as medical supplies, like wound dressings ordered by a physician, are also covered.

How long does Medicare cover home health care for the elderly?

Medicare imposes limitations on the length of covered home health care. For instance, coverage is provided only when the aging adult receives skilled nursing for less than eight hours a day, fewer than seven days per week, and no longer than three weeks.

Does insurance cover in-home care for the elderly?

As a federal insurance program, Medicare does cover certain aspects of in-home care for seniors. For instance, coverage may be obtained when the older adult receives personal care as well as eligible home health care services. But Medicare does not pay if the senior only needs non-medical support.

Families should be aware of the difference between home care and home health care. The former involves non-medical assistance with daily tasks, like bathing, transportation, and meal preparation. The latter includes medical services necessary to support a senior recovering from an illness or injury.

Factoring in this distinction, Medicare does not cover strictly in-home care services. Older adults who need help only with housekeeping, cooking, and personal hygiene tasks are not eligible to receive coverage through Medicare. Similarly, companion care is not covered by Medicare.

Does Medicare pay for nursing home care for the elderly?

If non-medical assistance is the only form of care that a senior needs, Medicare does not provide coverage. Nursing home care is usually centered around non-medical care. In short, Medicare does not pay for nursing home care when seniors’ care needs only involve help with the activities of daily living.

Seniors who wish to age in place will eventually need extra help at home. Healthy older adults who require only non-medical assistance are ineligible to receive coverage through Medicare. Paying out of pocket, reverse mortgages, and other financial options help pay for in-home care.
